MANIFESTO OF THE NATIONAL MOVEMENT AGAINST PORNOGRAPHY
WHEREAS, Section 12, Article II of the 1987 Constitution states that "the natural and primary right and duty of parents in the rearing of the youth for civic efficiency and the development of moral character shall receive the support of the Government";
WHEREAS, Section 13, Article II of the 1987 Constitution states, "the State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being";
WHEREAS, the President of the Republic of the Philippines has delineated moral renewal in civil society and government as a key program in her administration;
WHEREAS, public morality laws against pornography are contained in the Revised Penal Code (Article 201), the Child and Youth Welfare Code (PD-603), the charters of Movie and Television
Review and Classification Board (PD-1986) and Videogram Regulatory Board (PD-1987);
WHEREAS, the Local Government Code (R.A. 7160) states that local government units shall ensure and support the improvement of public morals;
WHEREAS, pornography has made massive inroads into our contemporary society via all forms of print, broadcast, video, electronic and cinematic media in the process corrupting our people, especially the youth, into sexual promiscuity and licentiousness;
WHEREAS, there is now a clear need for a broad-based, cross sectoral government and NGO partnership managed on a day-to-day basis by a central secretariat adequately funded to wage an unrelenting war against pornography;
BE IT RESOLVED, AS IT IS HEREBY RESOLVED by the participants and delegates present today at this gathering to formally submit the following proposals to Her Excellency, President Gloria Macapagal-Arroyo for consideration and approval:

The drafting of the First Philippine Plan for Anti-Pornography to detail all strategies, initiatives, projects and activities of government and the private sector into a comprehensive blueprint that will coordinate and synchronize all of these under a permanent secretariat. The initial inputs of this consultation-consolidation workshop will be integrated in the said Plan by the Department of Interior and Local Government;

The institutionalization of the Movement Against Pornography in the government system to be led by the Department of the Interior and Local Government, which will direct, coordinate, assist and guide all concerned individuals, agencies, non-government organizations in their work against pornography, effectively acting as the central secretariat of the Anti-Pornography Movement in the Philippines;

The convening of the First Philippine Summit on Anti-Pornography to be held within the year in which all concerned individuals and organizations will be invited to sign the First Philippine Plan on Anti-Pornography to signify their cooperation in the long-term effort for a total war against pornography, paving the way for a media environment conducive to the moral growth of Filipinos.
Guided by light from on high and trusting in the designs of Divine Providence, we declare our uncompromising rejection of, and unrelenting warfare against pornography, SO HELP US GOD.
